
Mauritius is reaffirming its dedication to sustainable ocean-based development through the establishment of a dedicated Blue Economy Unit, announced Minister of Agro-Industry, Food Security, Blue Economy, and Fisheries, Dr. Arvin Boolell. The announcement was made during a press conference held on Thursday, 17 July 2025, at the Ministry’s headquarters in Port Louis, alongside Junior Minister Mr. Fabrice David.
Highlighting Mauritius’ unique status as an Ocean State and Small Island Developing State with extensive ocean territory—an invaluable asset and key economic resource—Minister Boolell emphasized, “The blue economy offers vast opportunities, and we must harness every single one of them.”
To lead this initiative, a Blue Economy Unit will be established under the guidance of Dr. Sundy Ramah, Scientific Officer. The unit will collaborate with regional and international partners to foster the development of the blue economy. The European Union has committed approximately Rs 4.5 million to fund consultancy services supporting this effort.
A comprehensive Strategic Plan for the blue economy is underway, with an Expression of Interest to be launched soon. Workshops are scheduled for November, alongside a logo design competition. Exchange visits to Seychelles—recognized as a leader in blue economy development—are also planned.
Legislative support will come in the form of a Blue Economy Bill, which will be drafted once the Unit is operational, with a legal framework expected by November.
On the financial front, Dr. Boolell announced the proposed introduction of Biodiversity Bonds and Blue Bonds in partnership with the Bank of Mauritius and the Stock Exchange of Mauritius. These instruments aim to establish a robust framework and identify bankable projects. He also highlighted the strategic importance of port development in unlocking ocean-based sector potential.
Emphasizing broader sustainability goals, Minister Boolell urged youth to “return to the land and the sea,” encouraging practices such as smart agriculture, organic farming, and optimal utilization of prime agricultural land to bolster food security.
During the same event, Junior Minister Fabrice David underscored the immense potential of the blue economy, noting that Mauritius’ ocean territory surpasses its land mass. He emphasized sectors like sustainable fishing, renewable marine energy, maritime commerce, marine biotechnology, ocean finance, and innovation as critical for growth.
Acknowledging Seychelles’ leadership in the blue economy, he reaffirmed Mauritius’ commitment to building a strong and inclusive blue economy. A legal expert will soon be engaged to draft the Blue Economy Bill, aligning the country’s legislative framework with its sustainable development vision.
